Step 1:
create a new canvas i used 1024x768 (wallpaper size) and color the backround black

Step 2:
okay do a lens flare with these settings

Step 3:
use stylize wind with these settings

Step 4:
now for liquify, youre gonna want to start with a larger brush then work your way to smaller ones for more detail
(I am leaving this up to you so that you can get it to your own liking)

Step 5:
then make a duplicate of the layer (crtl+j)
Step 6:
click on the top layer then use the hue control (crtl+u)
click colorize (a checkbox) and the settings should be

then on the bottom layer do the same as above only use these settings

(NOTE: You do not need to use these colors it is just what i used EXPERIMENT)
Step 7:
click back on the top layer and change the setting to linear dodge
