Filter > Render > Clouds
Filter > Sharpen > Unsharp Mask
Duplicate The Layer Ctrl + J
Filter > Blur > Smart Blur
Set the layer blend mode to Hard Light
Filter > Blur > Radial Blur
Ammount: 75
Blur Method: Zoom
Quality: Best
Repeat this step Ctrl + F
Duplicate The Layer Ctrl + J
Filter > Distort > Ocean Ripple
Ripple Size: 9
Ripple Madnitude: 9
